Punggol Waterway Wins Global Superior Achievement Award Date issued : 15 Aug 2012 Punggol Waterway Wins Global Superior Achievement Award; First Asian country to secure top honours from International Water Association CORPORATE_PR_(PHONE NUMBER HIDDEN)_PWW kayaks A place for everyone – cyclists and kayakers having a great time at HDB’s Punggol Waterway The Housing & Development Board (HDB) has won the Global Superior Achievement Award for the Punggol Waterway project. This is the highest honour conferred by the International Water Association (IWA) for the most outstanding project in all categories. It is also the first time an Asian country has clinched this prestigious award since its inception in 2006. The previous top winning projects were from the United States and Australia. 2Besides this, HDB’s Punggol Waterway also clinched the Global Grand Winner in the planning category. Thirteen prizes were given out for 6 different categories. The award ceremony will be held in Busan, Korea, in conjunction with the eighth IWA World Water Congress and Exhibition on 19 Sep 2012. 3On winning this award, HDB’s Deputy CEO (Building) Mr Sng Cheng Keh said, “This is not just a big win for HDB. It is also a proud moment for Singapore, to be the first and only Asian country to have won the IWA’s highest award. As the largest developer in Singapore, HDB has the responsibility to lead the way in good, sustainable development practices. This award for Punggol Waterway is an affirmation of our commitment.” 4Projects vying for the top Global Superior Achievement Award were judged based on the following criteria: excellence in water engineering; originality and innovative use of technology; the future value it brings to the engineering profession; the social, economic and sustainable design considerations; and the complexity of the situation. Winning Features of the Waterway Innovation 5The intention of building the Waterway was to aid Singapore’s transition in progressively moving towards becoming more self sustainable in its water resources. The waterway was born out of an idea to build a simple pipeline, connecting two reservoirs for water transfer that eventually developed into Punggol’s “River of Life”. A pipeline was practical, but a landscaped waterway resembling that of a natural river through Punggol Town was way more exciting. 6Now, besides fulfilling its practical function as a ‘pipeline’, it is also a top recreational green space for the local community. Green Practices and Novel Technologies 7Green practices took place right from the construction phase of this complex and intricate waterway. This commenced with the conducting of various environmental feasibility studies to assess and ensure minimal environmental impact. Environmental issues such as good water quality were identified right from the start. 8HDB engineers thought through many innovative techniques to ensure that the Waterway’s efficiency was maximized, contributing to sustainable construction practices. For example, a “cut-and-fill” method of excavation was used to fill the low lying areas around the waterway. This meant that earth excavated from the Waterway could be recycled, and reused to prepare surrounding low lying areas for future developments. 9Other green solutions include the use of recycled materials for the boardwalks, energy efficient light fittings, as well as enhanced greenery with over 4800 trees and plants planted along the waterway. Floating wetland plants and freshwater-tolerant mangroves the first of its kind, were planted along the waterway to help stabilize the surrounding slopes, enhance the water quality and promote biodiversity. Contribution to the Water Engineering Profession 10The Waterway currently serves as a comprehensive case study to the Water Sensitive Urban Design (WSUD), a philosophical urban approach to urban planning and design. The WSUD framework seeks to better understand how urban environments can be more sensitive to water sustainability and environmental protection issues. 11Local education institutions have also tapped on the Waterway to conduct educational studies. For instance, students from Ngee Ann Polytechnic have embarked on a study to assess the impact of freshwater-tolerant mangroves and floating wetlands on enhancing water quality. Preliminary results of their study indicated that water quality at the Waterway had improved after freshwater–tolerant mangrove trees were planted along the banks. CORPORATE_PR_(PHONE NUMBER HIDDEN)_Stroll along broadwalk A place for everyone – nature lovers basking in the scenic view of My Waterway@Punggol About My Waterway@Punggol and the International Water Association 12HDB’s Punggol Waterway, also known as “My Waterway@Punggol”, is Singapore’s longest man-made waterway at 4.2km long. The waterway took 2.5 years to complete, costing approximately S$225 million, and was inaugurated by Singapore’s Prime Minister Lee Hsien Loong on 23 Oct 2011. It meanders through Punggol Town, creating a delightful waterfront living environment. It features a landscaped promenade, five footbridges, viewing decks, cycling and jogging paths, exercise and water-play areas, lush greenery and eco-friendly features. 13The waterway had also won various international and local accolades: a) 2012 Grand Prize (Environmental Sustainability), Excellence in Environmental Engineering, U.S.A (American Academy of Environmental Engineers) b) Platinum Award (Building Construction Authority of Singapore] Construction Productivity Awards – Civil Engineering Projects Category) c) Merit Award (BCA Design and Engineering Safety Excellence Awards 2012) d) PUB Active Beautiful Clean (ABC) Waters Certificate 2011 14The International Water Association (IWA) Project Innovation Award (PIA) was established in 2006 to recognise excellence and innovation in water engineering projects all over the globe. Held once every two years, the Award programme supports IWA’s goal to get water professionals worldwide connected and lead the development of effective and sustainable approaches to water management.
